Police - Criminal Investigation Division
The Criminal Investigation Division of the Red Bank Police Department is under the command of Capt. Darren McConnell. The Criminal Investigation Division conducts all follow-up investigations into crimes reported to the police department. All initial reports are reviewed by the detective division commander or supervisor and assigned to a detective for follow-up investigation based on several solvability factors with priority given to more serious offenses. The detectives assigned to this unit conduct interviews of victims, witnesses, and suspects, collect and process evidence from crime scenes, and prepare cases for prosecution. Members of the investigation section also manage the criminal forfeiture program as well as the Megans Law registration program. The investigations section also is responsible for all issues related to homeland security. Some detectives in the investigations section are specifically assigned to handle juvenile issues, which include the investigation of crimes committed by and or against juveniles. These detectives coordinate diversion programs such as the Station House Adjustment Program and Juvenile Conference Committee. These juvenile detectives are also responsible for teaching the DARE and GREAT programs in the borough's three intermediate schools. Detectives also keep a close working relationship with the borough's schools consulting on security issues.
As needed additional personnel are assigned to the Criminal Investigation Division as part of an anti-crime unit. The anti-crime unit is a newly created section within the criminal investigation division. The creation of this unit was to fulfill the need to be able to proactively investigate and enforce street crimes and other incidents that affect neighborhoods within the Borough of Red Bank. Among these crimes are the possession and distribution of controlled dangerous substances, prostitution, robbery, burglaries of motor vehicles, other serial type crimes and quality of life issues. This unit will also focus on gang related crime and the gathering of gang intelligence. Using the Intelligence Led Policing model adopted by the New Jersey Attorney General's Office and New Jersey State Police, this unit will use crime analysis such as crime pattern and geographic analysis to direct their efforts. By identifying such trends and patterns, officers are better able to determine where an enhanced police presence is required, and are thereby better able to arrest criminals while committing crimes. This unit will rely on various techniques to accomplish these goals such as; field interviews, surveillance, and developing confidential sources. The unit will also coordinate their efforts with the Monmouth County Prosecutor's Office Narcotics Strike Force, Gang Task Force, the FBI's Jersey Shore Violent Gang Task Force, and the New Jersey State Police Gang Task Force. It is a well accepted fact that a small percentage of persons are responsible for a disproportionate amount of crime; therefore, this unit will also concentrate on serving existing active arrest warrants to remove these subjects from the streets and reduce their opportunities to commit crimes.
