The Planning & Zoning Department is located on the 3rd floor
of Borough Hall at 90 Monmouth Street. The office is open during
normal business hours from Monday through Friday.
For your convenience, this web site is intended to provide information
on how to apply for a Development Permit.
The site also contains commonly used forms related to development
permits and applications to the Planning Board and Zoning Board
of Adjustment. These forms may be downloaded and printed for the
applicant's use, subject to requirements and size restrictions noted
below. To request forms by mail, please call the office.
Please be advised that applications for development permits
must be printed to legal size paper (8 ½" by 14")
and submitted to this office either by mail or hand-carried, with
the appropriate notarized signatures and fee. Reduced copies, altered
copies, and/or electronically filed copies of any forms will not
be accepted.

INSTRUCTIONS-- DEVELOPMENT PERMIT
APPLICATION
REDUCED OR FAXED COPIES OF THE APPLICATION WILL NOT BE ACCEPTED.
Please follow the instructions below carefully. Failure to submit requested information will result in the DENIAL OF THE APPLICATION.
- Submit Application Fee, payable to "Borough of Red Bank" (non-refundable).
SINGLE or TWO FAMILY DWELLINGS - $35.00
NON-RESIDENTIAL & ALL APPLICATIONS FOR SITE PLAN OR
SUBDIVISION APPROVAL - $50.00
- Include Block and Lot #'s of all properties pertaining to the application.
- The applicant and the owner of the property must sign affidavit of Ownership. These signatures must be NOTARIZED. Any agent signing for an owner must provide a notarized authorization allowing the agent to act on the owner's behalf. Original signatures are required.
- All applications require submission of a certified survey
New Use or Occupancy - Describe all present and proposed uses on the property.
Submit floor plan showing the location and size of each use in the building.
Include complete description of new business, number of employees.
Interior Renovations - Describe use of building, existing and proposed. Submit interior construction plans (existing and proposed) prepared by a licensed professional (unless otherwise waived by Construction Office) and written description of proposed construction.
Additions/Site Improvements - Submit Site Plan, Architectural Floor Plans and Elevation Drawings. Single & Two Family Dwellings require footprint shown on survey with all setbacks, elevation drawings indicating height, and floor plans. A determination will be made if a grading/drainage plan is required. If required, additional fees are required for review.
Exterior Facade Renovations - Submit rendering of proposed improvements along with construction plans. Applications located within the Historic District are subject to approval by the Historic District Committee and require a color rendering. Applications that are located within the RiverCenter district are forwarded to the Visual Improvement Committee for comment.
Signs - Provide sketch of building indicating where wall or projecting sign will be located (show width of building, height of sign, size of letters) and all other signs presently on the building. For ground signs, locate sign on survey showing setbacks from property lines. Provide drawing of sign showing dimensions, size of letters, colors, and illumination details. All signs located in the Historic District are restricted to approved Historic colors. Charts are available in the zoning office. Signs located in the RiverCenter District will be forwarded to the Visual Improvement Committee for comment. Color renderings of signs are required in Historic District (except black and white).
Fences/Walls - Provide catalog cut of type of fence, indicate height. Show location of fence on a copy of a certified survey. Fences and supports may not be located on property lines. All supports must face the property that they are located on. Retaining walls may require review by Borough Engr. Additional fee may apply.
Sheds/Air Conditioning Condensers/Above-ground Oil Tanks/Pools - Show location of structure on the survey with all yard setbacks, size and height of structure. Indicate use of property (single family, business, etc).
