RED BANK, NJ — The Red Bank Borough Council convened on November 13, 2025, for a meeting that featured police department promotions, community recognitions, public health awareness, and social service initiatives.

Police Promotions Strengthen Department Leadership
The Council celebrated three promotions within the Red Bank Police Department, following a thorough review and recommendation process. Detective Paul Perez was promoted to Sergeant, Sergeant Heather Kovar to Lieutenant, and Lieutenant Robert Sean Kennedy to Captain. These promotions complete the department’s leadership structure and position the agency to advance long-term strategic goals.

Honoring Community Excellence
 The meeting included several proclamations recognizing outstanding local achievements:

  • Kathleen “Nurse Kathy” Reardon, school nurse at Red Bank Primary School, was honored for 13 years of compassionate service and for receiving the 2025 NJSBA Unsung Superheroes in Education Award. Following the Borough’s proclamation, state officials—including the Senator Vin Gopal and Assembly representatives Luanne Peterpaul and Margie Donlon—joined to present Nurse Kathy with a State of New Jersey Proclamation honoring her achievement.
  • The Red Bank Middle School Boys Soccer Team was recognized as the 2025 Shore Athletic League Champions, finishing their season undefeated with an 11–0 record. Certificates were awarded to players and coaches.
  • The Borough also acknowledged Epilepsy Awareness Month, emphasizing the importance of education, stigma reduction, and support for the more than 123,000 New Jersey residents living with active epilepsy.

PULSE Social Work Program Presentation
Representatives from PULSE, a regional social work initiative supporting law enforcement, provided an overview of their impact on community policing. The program—credited with a 47% reduction in use-of-force incidents in its first coverage area—works closely with police to support residents facing mental health challenges, homelessness, juvenile issues, and other crises.
